Every company active in recycling of PVC waste needs to face the new requirements of REACH regulations. The recycler himself does not fall directly under the Reach legislation for the incoming waste (which is ruled by the Waste Framework Directive) but all he sells to his customers purchasing the recycled material does. Every producer (converter) of e.g. flooring, roofing or pipes can ask any time the material supplier for a ‘Safety Data Sheet’ including the list of the classified substances with their registration number and in many cases the recycler has to supply the SDS automatically. There is no doubt than that in any case the recycler himself will be faced with the Reach requirements. All recyclers will have to pre-register a number of substances in their recycled material online, on the site of the European agency dealing with preregistration.
The pre-registration of substances by recyclers must be performed before 1st December 2008.

SIGNIFICANTLY DELAYED DATA INPUT
As all of you perfectly realize one of the requirements of our financial support system is regular online input of data. All information regarding the PVC waste your company would like to register in our system and which is supposed to be a subject to our incentive programme, should be implemented in the online system on weekly basis. If it is not possible to meet this requirement for any reason we urge all our recyclers to enter the data at least once a month.
In order to avoid discussions and misunderstandings, we would like to ask all our participating recyclers to start immediate and regular data input into Recovinyl’s system.
Incentives to collect and recycle
Recovinyl provides financial incentives to support the collection of PVC waste from the construction and demolition sectors.
Its goal is to maintain a steady supply of post-construction PVC waste for recycling in Europe.
