Newsletter 03/2010
Dear recyclers,
We are pleased to inform all the participants of the Recovinyl’s programme that it has been decided to offer the continuity of our initiative.
As you know 2010 is the last year of the Vinyl 2010 voluntary programme. It does not mean that it will be the end of the Recovinyl’s concept.
The PVC manufacturing industry is already embarking on a Vinyl 2020 programme, building up on the achievements of Vinyl 2010. A new ten year programme is in front of us , in order to make additional progress toward recycling and sustainability.
The PVC manufacturing industry, in co-operation with EuPR, are presently focusing on the preparation of the content of the future and new 10-year programme. Recovinyl is and will be one of the core elements of the future commitment. The structure of Recovinyl project will probably be adapted in the nearest future but in 2011 we definitely foresee continuity of the same system as it operates nowadays. It means, for all recyclers participating in our program, that from operational side nothing will basically change in the Recovinyl’s approach in 2011.
However, we should remember that we are close to the final deadline for Vinyl 2010. We need to prove to the European Commission and all stakeholders that our promises will be kept. We should now focus all our efforts to reach the level of our committed target - 200.000 t of post-consumer PVC waste, registered and recycled by the end of 2010 (on top of what was already recycled in 2000). Despite going through the difficult period of the economic crisis, we managed to survive successfully, proving that the efforts in recycling count. We cannot give up now because of the difficult times. We must do our utmost best to achieve the promised target of 200.000t of recycled PVC waste in 2010.
If you would see any new opportunities or you would feel that any extra attention is required to reach the committed volume, please feel free to contact us at any time.
Improvement of the sustainability of the PVC chain is one of our major challenges for the nearest future. We would like to assure you that Recovinyl will make all efforts to maintain its present relationships. The continuity of Recovinyl’s project in 2011 opens the whole range of possibilities for the future in supporting the ecological approach of PVC waste recycling.
We would like to thank you all for your contribution and efforts to maintain good co-operation during the last 10 years. We are looking forward to successfully collaborating in the future and to achieve together the targets for 2020,
Yours sincerely,
Hans Telgen

Newsletter December 2009
We are on the turn again – closing the year 2009. We went through the most difficult period of economic crisis and we survived. It has been unfavourable time for both – the industry and for PVC recycling as well. However, we dare to say that we succeeded in reaching our goals. But the success it’s more than just good will. It is your performance and our mutual efforts to prove that we can fulfill our commitments. Thank you for your support and participation in Recovinyl’s concept.
Many of the recyclers went through a very difficult period. In extreme cases at the end of 2008 and during 2009 some of the smaller companies were forced, because of the market condition, to suspend their activities and send their workers home. In relation to the crisis on European markets we observe increasing export activity of mixed-rigid plastics towards the Far East. Various companies built up large stocks, as far as they were not able to sell their recycled material justified by extremely low pricing and not sufficient demand.
However, the recycling of PVC starts to enter into the new phase. We have noticed a slight improvement regarding recycled volume of PVC since October on. We can only hope that it is an indication that the worse is behind us already and the markets begin to stabilise.
Our volume target for 2010 will be 240 kt of collected and recycled post-consumer PVC.
We would like to ask all the recyclers already registered in Recovinyl’s system to do the maximum effort and register as high volume of post-consumer PVC waste as possible in 2010.
We also hope that we will be able to extend our existing recyclers’ network by adding new companies to our current recyclers ‘ database. Extending the catalogue of recyclers co-operating with us and supporting the Recovinyl’s concept would enable us to begin the new year of 2010 with prospects for positive expectancies for reaching established goals for 2010.
Having such a commitment in view, as well as approaching Christmas and New Year, we would like to wish all our partners all the best for the coming 2010, strength and determination to overcome the difficult crisis time and motivation for maintaining further the course of our co-operation.

Newsletter
Recovinyl’ s project entered the second half of 2009. Taking into consideration the financial and economical crisis on international markets we are glad to inform our partners the Recovinyl’s concept survived the difficult period.
We could feel however, that this year was much more challenging for our assignment than the previous years. There has been so far 76.000 t of PVC post-consumer waste registered in 2009. It is 5% less than within the corresponding period of 2008. The biggest impact of the crisis regarding PVC recycling have been noticed mainly in the UK and France. Our partners from UK registered YTD about 5.000 t less than last year. It has been caused mainly but the collapse of the construction market over there, which resulted in decreased level of post-consumer PVC window profiles. France diminished its registered YTD volume by 4.500 t compared to 8-month-period of 2008. On the other hand some other countries increased the registered volume: Belgium with 1.000t, the Netherlands 2100t and Italy with 1300t. We need to mention though here that from the total tonnage of 4.500 t decreased in France about 1000t has been sent and counted in Belgium and the Netherlands. Another large participant of our project – Germany- managed to stay on the same level compared to 2008.
Despite of the overwhelming crisis all the financial contributors of Recovinyl’s programme fully committed themselves to support the concept nowadays and in the future. It proves that our basic voluntary idea regarding PVC waste recycling remains valid even in complex and difficult times.
The input of recycled PVC volume was fluctuating mainly in first two quarters of 2009. While the rigid (mainly pipes and window profiles) PVC registration dropped down significantly in the first quarter (- 5.000 t), the flexible applications (mainly cables) stayed quite stable. The latter however, started slow down with registration in the second quarter of 2009.
Observing the international recycling market trends we would like to do extra effort to integrate more recyclers in countries where, in regards to our project, smaller recycling coverage is present. We intend to be at pains to add some new PVC recycling companies in countries like Spain, Czech, Portugal and Poland. Germany still seems to offer the largest potential regarding the new potential PVC volume to be registered still this year. Considering registration of waste coming from all new recyclers will bring to the system circa 30.000 t. This potential would mean closing the year with at least 175.000 t registered post-consumer PVC volume.
Recovinyl together with EuPR, in regard to the REACH requirements, will organise in November the REACH seminar. The seminar will be followed by a workshop and afterwards by a dinner where thoughts and business ideas can be exchanges and heard. We hope for a high attendance of the recyclers participating in Recovinyl’s programme.
Once aging we would like to thank all our partners for their effort in PVC data registration in this economically difficult period. We hope to continue our co-operation in future and see again as many of our professional partners as possible in November.

Overview Activities 1st quarter 2009
The first quarter of 2009 is already behind us so we would like to provide our partners with a brief overview of development, issues and problems we have been facing from the beginning of this year.
As you know, 2008 was quite successful year regarding the Recovinyl’s project. Thanks to our recyclers’ participation and combined efforts, we managed to go through the difficult time of the financial crisis at the end of year.
Registration of waste in 2008 went quite smooth resulting in 12.365 lines of PVC supplies entered. Thanks to your co-operation we closed our year with 191kt registered tons of PVC waste.
Unfortunately, beginning of 2009 proved to be difficult time for PVC business as well. This sector of the market seems to follow the general economy trend all over the world. PVC market did not manage to escape the overwhelming economical recession.
By the financial crisis and the collapse of construction market in some countries, the overall demand for PVC products decreased significantly all over Europe. This slowed down the production activity as well. Lower manufacturing has been followed by decrease of collection and recycling activity.
We have noticed within the Recovinyl’s system a serious decrease of registered PVC waste volume. In some companies the daily operations run at the minimum rate. The situation is so grave that many, especially smaller recyclers, stopped their activity completely or temporarily suspended it partially or fully, sending their workers for momentarily leave.
In regard to PVC waste registration within our site, the first quarter of 2009, in comparison with the adequate period of 2008, did not give a positive impression about PVC market condition.
| Quarter | Volume kt | |
|---|---|---|
| 1st quarter 2008 | 33.150 | |
| 1st quarter 2009 | 27.600 |
Although the number regarding the tonnage has decreased only a little bit, the overall picture seems to be negative as far as there are many new recyclers, which joined our programme during 2008. If we would be able to keep the normal run rate as of 2008, we should be achieving in 1st quarter of 2009 much higher number (+/- 50.000t) in registered PVC waste volume.
We would like to urge all our recyclers to do the effort and enter all the acceptable tonnage available at their facilities into Recovinyl system. It helps us to manage better the incentive budget and monitor better the difficult phase of the project.
We would like to thank all our partners who continue to go with us through this difficult period – for their input and cooperation. We are glad that regardless the worries and daily business troubles we all face currently, we feel determined to continue.
We are still open to join our forces and start co-operation with new potential recyclers within Europe.
Hopefully, working together and supporting each other during this recession of 2009 we can still make progress and maintain our activity within the assigned level.
Yours faithfully,
Management of Recovinyl

REACH legislation – Preregistration of PVC Substances in Recyclates
Every company active in recycling of PVC waste needs to face the new requirements of REACH regulations. The recycler himself does not fall directly under the Reach legislation for the incoming waste (which is ruled by the Waste Framework Directive) but all he sells to his customers purchasing the recycled material does. Every producer (converter) of e.g. flooring, roofing or pipes can ask any time the material supplier for a ‘Safety Data Sheet’ including the list of the classified substances with their registration number and in many cases the recycler has to supply the SDS automatically. There is no doubt than that in any case the recycler himself will be faced with the Reach requirements. All recyclers will have to pre-register a number of substances in their recycled material online, on the site of the European agency dealing with preregistration.
The pre-registration of substances by recyclers must be performed before 1st December 2008.
" The situation on "Reach and Recycling" has now been to a large extent clarified by EU Commission Services Note n° CA/24/2008 of 2 June 2008. We have analysed the document and we are now preparing our Stakeholder response to the Commission which has to be tabled by 7 July.
The support and step-by-step guidance to the recyclers regarding the REACH Regulations to navigate through the newest legislation, issues and problems will be provided by EuPR to its members during the summer months; in particular it is planned to provide the list of substances to be pre-registered. General information on Reach is provided on the EuPC (the European Plastics Converters Association) site www.plasticsconverters.eu. The Reach helpdesk is part of EuPC Services (www.eupcservices.org) and can be accessed through the following link: www.eupcservices.org/services/helpdesk.
It has been decided by the Management Committee of EuPR (the European Plastics Recyclers Association), that as a starter two training seminars will be organised in Brussels during the summer months (http://www.plasticsrecyclers.eu/news). They will be conducted by Mark Burstall and Walter Claes. The final dates have not been fixed, but it will be 29/31 July and 27/29 August. More trainings in different countries will follow later.

IMPORTANT MESSAGE TO OUR RECYCLERS !
SIGNIFICANTLY DELAYED DATA INPUT
Dear Recyclers registered within Recovinyl’s programme,
As all of you perfectly realize one of the requirements of our financial support system is regular online input of data. All information regarding the PVC waste your company would like to register in our system and which is supposed to be a subject to our incentive programme, should be implemented in the online system on weekly basis. If it is not possible to meet this requirement for any reason we urge all our recyclers to enter the data at least once a month.
Analyzing the records online we have noticed that many of the recyclers have not entered yet the data for the second quarter of 2008. Input of waste once a quarter, just at the end of it, is just unmanageable. It makes it delicate and complex to manage the incentive budget within Recovinyl. Facing this kind of problem, if the situation will not improve within short period of time, we will be forced to consider reallocation of the funds assigned to particular companies. The incentives of the applicable envelopes will have to be redistributed to those recyclers which entered their data on time and were doing that on more or less regular basis. The volume that has not been registered within the agreed time schedule could not be paid.
Please keep always in mind the basic requirements of our financial support concept for registered tonnage of post-consumer PVC waste streams. Recovinyl needs to convince its financing body as well. The fact of reserving almost 6Mio € in order to avoid further ban or tax legislation regarding the use of PVC, has a positive impact on the recyclers’ business.
In order to avoid discussions and misunderstandings, we would like to ask all our participating recyclers to start immediate and regular data input into Recovinyl’s system.

19th June 2008
Dear recyclers of the Recovinyl’s programme,
Being active in a recycling activity of plastics (in this particular case – PVC) you realize for sure that any changes within the REACH regulations have a strong influence on your business.
In order to help our recyclers in navigation through the newest regulations net and keep them updated and aware of any new issues and problems regarding REACH regulations, on 19th June 2008 in Bergamo, Italy EuPR (European Plastics Recyclers) organises a Working Group meeting during which new elements of the changing law and several issues regarding REACH will be introduced. Participation in such a working group will with no doubt, provide you with a guidance of how to comply with coming into force new REACH legislation.

REACH Update, April 2008
This newsletter is intended to give some interim help and guidance to plastics recyclers over issues that may affect them as the new Reach Regulation starts to take effect. EuPR has been working hard with the European Commission to try and find simple and cost effective sulutions to the problems of working within the Reach system and has established a roadmap outlining the key steps that need to be achieved. A joint action plan has also been agreed with Plastics Europe and EuPC.
- It seems clear that plastic recyclers will need to provide safety data sheets if they produce either substances or preparations in their processes.
- The question of registration, and therefore of pre-registration remains unclear.
- In a written answer to a question in the European Parliament, Mr. Verheugen has helped to clarify the interpretation of Article 2(7)(d). He has stated that "it is up to the manufacturers and importers of [plastic] recyclates to assess whether their material is a substance, a preparation or an article" and "it is up to the recycler to assess whether the recovered substance is the same as a substance already registered". EuPR will now work on providing a number of reasoned guidelines to help support an industry wide position on both issues.
- ECHA has commented on pre-registration with the fullowing statement. "According to article 2(7)(d), substances which result from recovery are exempted from registration only if they are already registered. Consequently it is advisable that recyclers do pre register their substance, in case nobody finally register it and they would decide to do so, as otherwise the recycler would not be able to benefit from the transitional provisions." Preregistration is free and the pre-registration period runs from 1st June to 1st December 2008. There is no obligation to fullow up pre-registration with an actual registration but it does buy valuable time if actual registration becomes necessary. EuPR will provide guidance for plastics recyclers on the pre-registration process before the end of May 2008.
- There are some substances, typically historic additives that are no longer in use, which will probably not be registered under Reach. EuPR has joined with a number of other European industry bodies to request that such substances should be exempt from registration in the case of recycled plastics. This exemption is being requested under the ongoing review of Annex V of the Reach Regulation. If this request is not successful then registration of these substances will be necessary.
As noted above, the advice from ECHA is that plastic recyclers should consider pre-registration for the substances in their recycled material. The ECHA website does not yet have detailed guidance on the preregistration process although this is expected soon. However for those who want to prepare themselves before the EuPR guidance is issued, there is ECHA guidance on Data Sharing (ex-RIP 3.4), which contains a lot of information on Pre-registration, SIEFs etc.: document data_sharing_en.pdf should be helpful.
There are the documents from the Reach IT Workshop of 15th February 2008 concerning specifically Preregistration (§3): http://echa.europa.eu/news/20080215workshop_en.html
The most important document is:<<20080215_05Pre-registrationAndPre-SIEF.pdf>>.
Finally, there will be the Agency/Commission Pre-Registration Awareness campaign starting 14th April and a "REACH Workshop - Final Countdown to pre-registration and registration of chemicals": EuPR will continue to provide updated information as it becomes available.

Operational results 2005-2007. Prognosis for 2008.
Our website now in 10 languages!
We are glad to announce that since 18th February 2008 our website is also available in Portuguese. A new banner – Portuguese this time, has appeared in the language selection bar in the right top corner. Every additional language in which our site is available means obviously expansion of our activities in new regions. After Italy which has joined lately our programme, Portugal is the 13th country where Recovinyl is present with its incentive concept. Currently we cooperate with 110 recyclers from 12 different countries.
Recovinyl is present on the market since June 2003. As far as we are active in more and more countries, registering increasing quantities of post-consumer PVC, we would like to present our operational results starting from 2005 and some forecasts for the nearest future.
The operational results published here start in 2005 as far as 2003 and 2004 was a testing phase. It was a process full of long debates and complicated consultations of other recycling systems. Full implementation of our concept within the PVC recycling sector in particular countries took us almost one and a half year.
At the beginning of our activity we concentrated our efforts on registration of only rigid PVC applications. In 2006 we have started also collection of flexible PVC like cables, flooring and roofing materials. The growing evolution in registration of rigid and flexible material is represented by the chart underneath. For comparison the total collected volume of post-consumer PVC material has been provided as well.

To achieve this volume in 2007 of collected and recycled PVC materials there must have been 8700 lines of waste input entered in the system of Recovinyl. This goal has been reached thanks to the daily input of the collected volume by the acredited recyclers in our web database.
We would also like to present the relation between the required investments we needed to incur in order to collect the achieved volume of post-consumer PVC materials.

We expect further expansion of our project. We plan to develop our activities not only within already existing markets but also to extend our actions towards new regions like Central Europe, Sweden and Austria. We are looking forward to meeting new potential partners showing interest in our programme and willing to join the efforts in registration of end-of-life PVC materials.

New Version of Our Website
We are delighted to inform all our customers and partners that the website of Recovinyl has got a new layout. It took our IT team some weeks to develop the new version (called by the specialists - v2), finalize some translation issues, to remove bugs appearing to our users and to improve the general functionality of the site.
Several features of the website have been changed and/or improved to enable users to work faster and more efficient. Some of the elements, which appeared to be confusing for them, have been removed or replaced by a new functions or layout format. Some of them are listed below:
- "Lightweight" pages: reduced page-size from 300kb down to 60kb (every page should load five times faster than with the previous version).
- Increased logging-in security.
- Enhanced database connection (minimising connections "in the background", which results in faster downloading of a page).
- Stretchable layout (different words in multiple languages, both: long and short words/sentences will be visible without any further problems of being cut in the middle. It appeared to be problematic for some languages).
- Fully compliant with most modern browsers (Internet Explorer 7 / Firefox).
- Enhanced page titles (Recovinyl - User Profile - User full name etc.)
- Improved functionality for the most popular search engines on internet.
- Better notifications on non-allowed login, lost password and sign-up page.
The functionality of the site stays the same and bug-testing function is also still active.
The new layout upgrade will be available to the users from the beginning of June 2007.
